My TF universe galaxy map
To start here a list of all the powers in this galaxy(links to them on Tfwiki to give you and idea):

Why dose cybertronians have the biggest empire:
It's simple, it isn't because cybertronians are good conquers(well they are but that's not the point) but because:
Cybertronians had the time to expand their territory to this state, they started expanding since the late 400 Mya's, most of the civilisations here didn't even evolve yet to become dominant species on their planets, let alone make empires. The commonwealth probably had to really compete with the Quintessons and the Vok.
One major advantage of not needing to breve is that you can live on oxygen-less planets. Most Cybertronian space was inhospitable to organic life to begin with even before they started colonisation, so tons of free planets means bigger empire.
Finally it's called the cybertronian empire since it's the main galaxy version of a star map not the cybertronians. Within the highlighted territory theirs both the Autobot commonwealth and the Decepticon star empire. But that's unrecognised by most of the galaxy.
As you can see earth is within cybertronian space but is near both the Vok territories and the Nebulon republic. If it wasn't integrated as a cybertronian colony earth had a chance at joining the Nebulon republic.
You notice that the centre is devoiced of superpowers, well that's because those areas are ether neutral or unexplored. Velgrox and many cartels also operate in the regions within the unmarked space.
I would also like to add that even though Cybertronians have the biggest, they have some of the Smallest populations. 96% of all colony worlds only have a few million people. Cybertron has some 9 Billion people but theirs only 30-40 planets within thousands with that much people.
Most planets within the Commonwealth are their for resources and not all people in the commonwealth are Cybertronians. Many are Junkions, Catharsian and even Lithone with also some organics.
Especially around the Earth sector theirs are many uninhabited worlds capable of sustaining organic life if terraformed and is undisturbed by cybertronian influence minus earth system itself, so a future human empire can grow in that sector.
Lets also talk about the Andromeda galaxy:
Why is their only 1 known superpower within the Andromeda galaxy:
As you can see, only the Stentarian empire is the only known superpower within the Andromeda galaxy, The only other known power is the Quintesson expansion being done their.
So why? well it's just because like the last map its the modern map, Most of the Andromeda galaxy is unexplored to the Milky way and the Stentarian are unwilling to tell about other superpowers in their galaxy (if they are others).
even the Stentarian space might be over glorified or under glorified, we'll never know
